SPLASH – EUWI ERA-NET – European Union Water Initiative European Research Area Network
Coordinator: Dr. Peter O'Neill, Department for International Development (DFID)
Timeframe: 01/01/2007 – 31/01/2011
The EUWI-ERA-NET is a consortium of 14 ministries, funding agencies and national RTD authorities from 11 European countries. The EUWI-ERA-NET will establish a framework for long term communication, collaboration and coordination of EU Member States research programmes related to water issues in developing countries. It shall also aim at promoting EU contribution in the OECD-DAC coordinated process to increase harmonisation and alignment of donor actions with developing country partners. The EUWI-ERA-NET underpins the delivery of commitments made a the Johannesburg WSSD and in particular the research coordination outlined in the EU Water Initiative. Because water strongly affects so many development issues (Health, industrial growth, agriculture, natural disasters, energy, gender, governance, etc. ) the EUWI-ERA-NET is expected to encourage ERANET actions on other development issues.
The EUWI-ERA-NET will bring together key research administrators in the programme to map out, and build consensus on priorities for common interest for knowledge sharing, and programme coordination. An SSA instrument has been used to build consensus, and a shared vision of what may practically be achieved while respecting national interests and resources. EUWI-ERA-NET will:
- Establish a Consortium framework using adaptive management , providing for the integration of new partners during the life of the CA
- Engage the main developing country partners and the research community
- Collate and share knowledge form European water research for developing countries
- Improve research and impact management practices
- Transform knowledge and appropriate practice through consultation, building capacity and informing policy
- Develop joint activities and programmes between national RTD programmes and other partners
- Contribute to real improvement in the living conditions for the worlds poor
EUWI-ERA-NET will work with other ERA-NETs in related fields. The EUWI-ERA-NET is one building block in the process of preparing the Art 169 action focusing upon of research on infrastructure (water, energy, transport) in international development. The EUWI-ERA-NET is expected also to contribute to the Implementation plan of the Water Supply and Sanitation Technology Platform (WSSTP), and in particular in working with industry towards delivery of the Millennium Development Goals (MDGs).
